Reeves County Emergency Service Districts No. 1 and No. 2 (RCESD) is a team of men and women who serve and protect the communities of Reeves County by providing Fire and Emergency Medical Services.

REEVES COUNTY EMERGENCY SERVICES DISTRICT NO. 1 ADOPTED A TAX RATE THAT WILL RAISE MORE TAXES FOR MAINTENANCE AND OPERATIONS THAN LAST YEAR’S TAX RATE. THE TAX RATE WILL EFFECTIVELY BE INCREASED BY 12.743% AND WILL RAISE TAXES ON A $100,000 HOME BY APPROXIMTELY $9.95.

Commissioners & GOVERNING BOARD

A Board of five commissioners governs each ESD. These Commissioners are appointed to two-year terms by the County Commissioners Court. The ESD Board of Commissioners is the source of authority and governance for each District and has final say over all matters affecting the ESD.

Please join us in welcoming Kelly Dilbeck to Reeves County ESD No. 2! She currently serves as an Administrative Captain with Reeves County Emergency Services District (ESD), supporting organizational leadership, compliance, and administrative functions critical to effective EMS delivery.Captain Dilbeck has nearly 25 years of experience in Emergency Medical Services, including almost 17 years providing critical care in Helicopter Emergency Medical Services (HEMS). Throughout her career, she served as a float paramedic, providing coverage at flight bases across the United States to support staffing needs and ensure continuity of advanced prehospital care.During her HEMS career, Captain Dilbeck served as a Clinical Coach, training, mentoring, and evaluating new flight crew members with a focus on clinical excellence, safety, and operational readiness. She also held responsibility for Quality Assurance and Quality Improvement (QA/QI) across eight Med-Trans flight bases, overseeing clinical review processes, performance improvement initiatives, and compliance with industry standards. In this role, she played a key part in supporting CAMTS requirements and recertification efforts.Captain Dilbeck has additionally served as an EMS Shift Captain, supervising a six-member crew while maintaining accountability for patient care, crew performance, and daily operations. In addition to her public safety career, Captain Dilbeck has been a business owner and operator for approximately 19 years, bringing strong leadership, personnel management, and organizational skills to the EMS environment.Her credentials include an Associate Degree, National Registry Paramedic certification, Flight Paramedic–Certified (FP-C), and paramedic licensure in multiple states. Today marks an exciting new chapter as we launch our Cadet Academy! We welcomed 20 brand-new hires—12 Firefighter Cadets and 8 EMT Cadets—ready to begin their journey with us. With no prior experience, they’ll spend the first two months becoming EMTs. After that, our Firefighter Cadets will continue on to four months in the Fire Academy. On January 27, 2026, at approximately 7:40 a.m., Reeves County Emergency Services Districts No. 1 & 2 were dispatched to a structure fire at 512 S. Ash Street in Pecos. Units were assigned at 7:41 a.m. and arrived on scene at 7:49 a.m., encountering heavy smoke and visible flames.Firefighters immediately initiated fire suppression with coordinated search operations. One victim was located inside the residence and transported to the hospital, where they were later pronounced deceased. The fire was quickly extinguished, and the scene was turned over for investigation.No additional civilian or responder injuries have been reported. The residence sustained significant fire damage. The cause of the fire remains under investigation by the Town of Pecos City Fire Marshal’s Office. See MoreSee Less

On Sunday, January 4th, Reeves County Emergency Services District No. 1 deployed two personnel in response to a Texas Intrastate Fire Mutual Aid System (TIFMAS) request to assist with ongoing search-and-recovery efforts in the Kerrville, Texas area.Yesterday, our team rotated personnel for another 14-day assignment. We are proud to serve and stand with our fire service partners from Midland Fire Dept, Odessa Fire Rescue, San Angelo Fire Department, El Paso County ESD No. 1, and Travis County ESD No. 1 who are deployed with us in Kerrville.
